Is there any good practice to ensure that the organisation does not use "human factors" as an excuse during the problem solving methodologies (i.e. 8D)?

RM13010 Human Factors has to be required to manufacturers of new parts more than MRO suppliers, or not?

Both - RM13010 Human Factors is required for manufacturers of new parts and MRO suppliers.
