AS9145 §4.1.2 When this standard is invoked by the organization or flowed down as a general contractual requirement, the scope of products for which it applies shall be established. (Does it mean we can decide upon a risk analysis which components we shall apply PPAP on?)
NOTE: Typically this is done using defined criteria, which should include but not limited to customer requirements
If customer does not provide scope of products, then yes, supplier should determine scope of products based on risk.
We are working on the compliance matrix of AS13100 and the standard AS 9145 is called at an old revision. The current revision has been issued in 2018 and the one mentioned in the AS13100 has been issued in 2016. Could you please enlighten us on this subject?  AS9145 current revision is 2018. This is incorrect.  The AS and EN versions of AS9145 have different publication dates which will need to be addressed in the next revision.
AS9145 §4.3.2.2 unless otherwise specified by the customer, the organization shall conduct a preliminary risk assessment to identify the systems, assemblies, and components within the preliminary BOM for the application of APQP Phases 2, 3, and 4. (Does it mean we can decide upon a risk analysis which components we shall apply PPAP on?) Does AS13100 override AS9145 when it comes to the application of APQP & PPAP and PPAP Level 3 is default what so ever? Yes, AS13100 overrides AS9145.  AS13100 establishes additional requirements.
