Is it possible to use a potential supplier when several severe risks was found during the evaluation?

Yes. A supplier can be given a conditional approval during the supplier execution of the Risk Mitigation Action Plan unless the OEM customer has other requirements.

Is a formal Supplier Evaluation required for all Suppliers, even those not supplying critical material or services? Yes. All potential suppliers under consideration to be added to an Approved Supplier List must have a formal Supplier Evaluation performed.

For suppliers that are customer directed is a Supplier Evaluation still required?

Discuss with OEM customer any needs for Supplier Evaluation.

Must an organization’s current suppliers that don’t meet AS13100 Quality System requirements be desourced?

Organizations should communicate to customers any gaps in its supply base meeting Quality System requirements. The organization and customer should agree how to handle such suppliers.

Is a monitoring plan required for all suppliers?

Yes, all suppliers shall be monitored with respect to Quality (e.g., disruptions, concessions, escapes) and delivery (e.g., schedule performance) KPIs at a minimum.

How is the monitoring plan established (with which criteria?) A monitoring plan is established based on Key Performance Indicators (KPIs) that can encompass Quality (e.g., disruptions, concessions, escapes) and delivery (e.g., schedule performance) as well as any other KPIs determined by the organization.  These may also include specific requirements of end customers for all products concerned as well as applicable regulatory requirements.

Is there a specific method to establish a monitoring plan?

No, the Organization shall determine an appropriate supplier monitoring plan that meets the requirements of AS13100 using RM13007 as guidance.
How will the organization assess the supply chain risks? Supply chain risks shall be assessed by performing a risk assessment which, at a minimum, shall include evaluation of results of supplier’s internal audits, supplier’s current quality performance, and part complexity.
How often should an assessment be performed?

Assessments shall occur on a regular basis, annually at a minimum or more frequently based on unacceptable supplier performance or based on identified risks.

What is the best practice to ensure sub-tier suppliers understand the contract/purchase order requirements? Conduct a review with the supplier to ensure requirements are clear and understood. A matrix of compliance is suggested to review contract terms, drawings and related specifications, contents of the AS9100 Standard, Purchase Order and quality requirements. A Risk Analysis should be performed to ensure any critical or high risk issues are identified and mitigated. At conclusion of the review with supplier a formal document should be signed indicating acceptance of the contract requirements.
Is a pre-production review required?

While this review is not mandated, it is a critical success factor to ensure requirements will be able to be met. Guidance in RM13145 APQP and PPAP should also be considered.
